If the blood tests were ordered by a physician to help treat or diagnose a new injury or illness that was not present in the body before the effective date of the policy, then the blood work or lab tests could be covered by any plan. However, no plans on the market for visitors will cover for preventative care or routine maintenance of any kind. Yes, You can purchase most policies even if they are already here, however, if they contracted an illness and then a policy was purchased, that illness would be considered a pre-existing condition and would not receive coverage under the new plan.
