Can I purchase a travel insurance that is for non-citizens under my Korean passport even though I am a US citizen?

No, you may not use a different country for your citizenship if you are a US citizen. Even if you are a duel citizen, in regards to the plans, you must always put you are a US citizen. Plans are designed to cover any new illness or injuries that were to occur after the effective date of the policy. Yes, if the fever or cough was due to a new injury or illness that was not present in the body before the effective date, it can receive coverage. No plans on the market will cover preventative care, or routine maintenance. The two plans you mentioned will both cover for the described scenario, however Visitors Secure will payout in Sub-Limited Amounts and if anything were to happen the majority of the cost of services will always be the the insured responsibility.
