The medical provider can use the information on the card to contact the benefits department, verify eligibility, and coordinate billing if they'd like. If the medical provider ask you to pay up front, then you may pay and file a claim for the reimbursement. You may also view the International Provider Network Directory to search for international providers that have billed the insurance directly in the past.
