Travel Insurance for Costa Rica

Costa Rica has started allowing tourists from various countries to visit them. As of November 1, 2020, Costa Rica’s borders are open to all international travelers. They have also removed the requirement to present a negative PCR COVID-19 test after arrival in the country.

However, you must purchase travel insurance that meets the following three requirements, as set by the Costa Rica government:

  • Valid for the entire duration of stay in Costa Rica.
  • Coverage in the amount of at least US $50,000 for medical expenses in the case of becoming ill with coronavirus (COVID-19) while in Costa Rica.
  • Minimum coverage of US $2,000 for quarantine lodging expenses required as a result of the COVID-19 illness.

The insurance company must provide a certificate issued in English or Spanish. While there are many travel insurance plans that would provide $50,000 in medical expenses and include COVID-19 coverage, most of them don’t cover the $2,000 in lodging expenses or accommodations. Therefore, the only practical option would be to purchase travel insurance from Costa Rican companies, which are very expensive for no apparent reason.

Compliant Travel Insurance for Costa Rica

Fortunately, for U.S. citizens and U.S. residents only, Safe Travels Voyager Insurance provides such coverage and is very cost-effective.

Safe Travels Voyager provides:

  • $250,000 in primary medical coverage and covers COVID-19 coverage just like for any other new sickness that occurs after the effective date of the policy.
  • $2,000 in quarantine accommodations/lodging expenses. This coverage is included by default, and it pays $150 per person per day.
  • You can purchase higher coverage options at an additional price:

    • $4,000: $300 per person per day
    • $7,000: $500 per person per day
  • You can insure up to $100,000 in trip cancellation and trip interruption coverage.
  • However, if you are not interested in trip cancellation insurance and just want the travel insurance that meets the Costa Rican government’s requirements, you can choose $0 trip cost to save money.

  • Cancel for Any Reason (CFAR) insurance
  • This coverage is optional and reimburses 75% of the prepaid, non-refundable, forfeited payments for your trip, if you need to cancel the trip for the reasons otherwise not covered by the insurance. To receive the benefits, you must purchase the insurance within 21 days of initial trip deposit date, and you must insure the full, nonrefundable trip cost.

Does it really meet the Costa Rica insurance requirements?

How can we be sure about this? And where can you find this confirmation in the policy wording to see it for yourself?

The "quarantine" results in travel delay, and it pays up to $2,000 per person. You would find the following text in the policy wording:

Hazard means:

  1. Any delay of a Common Carrier (including Inclement Weather);
  2. Any delay by a traffic Accident en route to a departure, in which You or Your Traveling Companion is not directly involved;
  3. Any delay due to lost or stolen passports, travel documents or money, Quarantine, hijacking, unannounced Strike, Natural Disaster, civil commotion or riot;

Quarantine means "Your strict isolation imposed by a Government authority or Physician to prevent the spread of disease. An embargo preventing You from entering a country is not a Quarantine."

Covered Trip Delay Expenses:

  1. Any pre-paid, unused, non-refundable land and water accommodations;
  2. Any Reasonable Expenses incurred;
  3. An Economy Fare from the point where You ended Your Trip to a destination where You can catch up to the Trip;
  4. A one-way Economy Fare to return You to Your originally scheduled return destination.

Confirmation of Coverage Letter

Once you buy our travel insurance, you will get a confirmation of coverage letter that will indicate the following coverage:

  • Travel Delay: $2,000 including accommodations
  • Medical and Hospitalization Maximum: $250,000
  • Trip Interruption: Covered
  • Emergency Medical Evacuation and Repatriation: $1,000,000

COVID-19: Covered same as any other illness to the above-mentioned Medical Maximum and for Travel Delay

Generating Health Pass and QR Code

Once you purchase the insurance, you will receive an email confirmation that has the link to download the visa letter.

You need to upload it to the Costa Rica government website at https://salud.go.cr.

On Step 4 of the process, you need to select "international". It will ask you:

  • Insurance Coverage Start Date
  • Insurance Coverage End Date
  • Upload insurance file to validate → You upload the visa letter that we provided.

Do not select either of the other two choices listed, where it asks only for the "insurance number".

Once approved by the Costa Rica government, you will be able to download a HealthPass document that contains a QR code from the government website. You will need to show this QR code at the time of travel to be able to enter into Costa Rica.

The visa letter does not have the QR code, and insurance companies are not allowed to generate any.

If not approved in advance, you must go through the "Travel Insurance" stand enabled at the airport upon arrival in Costa Rica to review and validate your travel insurance documentation.
