A pre-existing condition is generally defined as a condition that manifest prior to the effective date of the policy whether known or unknown. If an insured has high blood pressure this would be considered a pre-existing condition. Routine doctors visits related to the high blood pressure would not be covered. If the insured is stable and has an acute onset of pre-existing condition this could be covered. The final determination is made by the claims department and they will make their decision based on the medical records and attending physicians statement.

Q:F-1 Is International Student insurance required? The school is trying to charge me for health insurance I do not want.
