Plans are designed to cover for new injuries or illnesses that did not exist in the body before the effective date of the policy. Unfortunately, there are not going to be any plans on the market for visitors that offer coverage for preventative care or routine maintenance of any kind. There is one plan called Visitors Protect that can cover pre-existing conditions however it must still be an unexpected occurrence, so seeking a second opinion would not receive coverage. Plans are designed to cover any new illness or injuries that did not exist in the body before the effective date of the policy. If, based off the doctors notes, the illness is determined to have not been present in the body before the effective date, then yes, it could receive coverage. Q:Hi I am looking for insurnce that has medical coverage and trip cancellation.I live in the US but my flight will originate in Canada- is that an issue?

No that is not an issue, however the start date of your policy would want to be the day that you leave the United states.
