As a US citizen going to school in the US, they would have to purchase domestic insurance either through the school they are attending, or on the Medicare Exchange. Plans in the Travel Outside USA section will cover you anywhere outside your home country except for some geographic restrictions for certain countries. With that being said, it is not necessary to put all the countries you will be visiting on your application. Additionally, yes, you will be able to make changes to your destination countries as long as the policy has not become effective. Yes, depending on the policy, you can cancel your plan once it has started as long as there are no claims on file. There will be a cancelation fee and you would receive a pro-rated refund for the remaining days.
