However, is it true that I put age 69 if we start policy before March 2nd even if my mother will arrive later? Also, for acute onsets of preexisting conditions - are maximums set for 70+ determined based on the age when it happened or on the age when policy starts?

The Atlas America plan will offer the same coverage to a covered individual on the policy that is changing age brackets i.e. (69 to 70) . However, you cannot start the plan and her still remain in her home country. The plan cannot start until she is set to depart the home country. The plan will offer coverage to those 70+ for an acute onset coverage but it will be at the state amounts.
