What is a suitable travel insurance for U.S. citizens visiting USA? Most international travel medical insurance plans offered in the U.S. are meant to cover the people traveling outside their home country. As it is natural that most U.S. citizens live in the U.S., therefore, for most U.S. citizens, U.S. is the home country. Therefore, many travel medical insurance companies end up making the eligibility wording something like "U.S. citizens living in the U.S. who are traveling outside the U.S. or non-U.S. citizens who live outside the U.S. are traveling to the U.S. or third country."
For most people, all that means the same thing and therefore, they are covered when they travel internationally.
However, there are many people who are U.S. citizens who live or work abroad, are visiting the U.S. for a short period of time and at the end of that period, they intend to go back to the country they live in. Many are just visiting the U.S. during Christmas or Thanksgiving holidays or during summer vacation, or just for true vacation to Disney World or for a family reunion or a business meeting or something similar.
Some companies consider the U.S. as the home country for U.S. citizens no matter where they live. Therefore, US citizens visiting the US can't purchase those type of travel medical insurance plans.
Most domestic health insurance companies in the U.S. will not provide them short term or long term health insurance until they have been resident of the U.S. for at least some time, typically, 3 months, 6 months, 1 year or even 2 years, depending upon the state and the company.
Therefore, such people are stuck in the abnormality of the wordings and eligibility.

In an alternate scenario, there are few U.S. citizens who have been living abroad so far but are now moving back to the U.S. In that case, they are ineligible for the international travel medical insurance plans listed above. Additionally, such people can also consider purchasing Short Term Medical, which is a domestic short term medical insurance but does not require any period of prior residence in the U.S. before purchasing it. The only requirement is that the person must be present in the U.S. legally which obviously all U.S. citizens are.
Of course, if they are going to be eligible for the insurance plan through their employer right away, it would be preferable to enroll in them. If not, such short-term insurance plans would be helpful until you can enroll in a long term plan through your employer or individual basis, or until you find a job.
