Schengen Visa Insurance

Question:

Insurance Question I need to get travel insurance for a schengen visa for my elderly grandfather (92 years old) to visit Italy. I saw on the Italian consulate that his insurance must be "issued in Ukraine" - however because he is 92, he does not qualify for the insurance offered at the consulate. I am in the United States, can I order his policy for him (and pay for it for him) but have his insurance issued in Ukraine in accordance with the consulate guidelines? I have copy- and pasted the guidelines below. Will his insurance also be valid throughout the territory of the schengen countries or just Italy (and will he have a policy document that clarifies that insurance is issued in Ukraine and is valid throughout the territory of the schengen countries)? Thank you in advance for your help 5. INTERNATIONAL HEALTH INSURANCE: (the original and the copy), issued in Ukraine and valid throughout the territory of Schengen countries. The policy must cover the whole period of stay in Italy + 15 days corridor. The minimal amount of insurance coverage is 30,000 Euro.

Thank you, Is it possible for the visa letter you provide to explicitly state that the policy was issued for him in Ukraine? As this is a major requirement from the consulate. And if he does not get the visa, will he get a full refund
