When I fill in that I am a citizen of the Netherlands, with home country US and CA as my state of residence, I get a number of possibilities for travel insurances. One of them is Patriot International. However, when I look at the Certificate Wording of that insurance, it is stated in section D on page 9 that regarding eligibility: "In order to be eligible and qualified for coverage under this insurance, this person must ..... (8) not be a citizen or have a permanent residence in the Host country."
Based on Patriot International's certificate wording this plan would provide coverage to you anywhere outside of your home country (U.S.) with the exception of the country of citizenship. In order for the plan to provide coverage in the Netherlands, the citizenship return rider must be included.
We would recommend a plan like the Atlas International which will base their eligibility on the home country definition. This plan defines the home country as the country where you principally reside, and receive your regular mail (page 25 of the certificate wording).
