It is unavailable if the proposed insured is PHYSICALLY located in the state at the time of application. So, provided they are still arriving this evening as you previously stated they are eligible to purchase the plan.

Q:I am looking to buy a travel insurance for Hawaii for the family 2 adults and 2 children for travel dates of 30/10/20 to 17/11/20. We booked our tickets on 12th January 2020 and I saw under policies that I need to buy the policy 20 days after booking the flights. It is now 22 or 23 days past. I am wondering if you can make an exception and allow us to to still take out a policy please as our trip is 10 months away.

However, you would not be able to obtain the cancel for any reason benefit as you have passed the 20 days from the initial trip deposit date.
