I was looking at the Blue Cross PPO short term health insurance program and have a question about what qualifies residency. My daughter has been a college student in Germany for the past 5 years and has German insurance. She's coming back to California (her original birth place and original place of residency) this summer and found out that her German health insurance will not cover her while in the U.S. because she's a U.S. citizen. I've checked on travel insurances and they require that the travel is outside of one's home country. Blue Cross says that you must be a permanent legal resident. She's living in Germany now and plans to stay, even through she's a U.S. citizen. I'm a little confused about the definition of "residency"...could you please clarify this for me and make any suggestions concerning getting her short-term health insurance coverage while she's in the states this summer?
