Default Residency status and eligibility for coverage

I read on your site that "Atlas America is a comprehensive coverage plan for non-U.S. citizens traveling outside their home country." I have a question regarding eligibility for coverage: I have won the Diversity Visa lottery and we will be arriving to the US on Thursday July 14th. I am not sure what our legal status upon arrival is and if that matters for insurance. We got an Immigrant Visa stamp but we won't get our Green Cards immediately; I understand it can take up to two months. So I am not sure whether we are considered Permanent Residents upon arrival or we have to wait until the Green Cards are issued. If we purchase the Atlas America insurance for these first couple of months will we be covered? I would hate to find out that we are not covered if an accident happens.
