insurance for international students visiting U.S.

I am looking for an insurance company that will insure international visitors to the University of Georgia. Our department is looking for a company that is able to bill us for these services, as required by the University. We are unable, as a dept., to prepay. Please let me know if there are companies out there with that option. Thank you for your help.
