Hello, dear sir or madam. Can I buy medical insurance for my wife separately? She holds F2 visa. IF can, How to buy it online? Thanks

Yes, you can buy it separately. However, she can't buy student insurance, if she is buying separately. She has to purchase visitors insurance.
